The Highly Skilled Migrant Program
The Highly Skilled Migrant Program was established by the Order of the President of the Republic of Azerbaijan dated June 6, 2024, in order to expand the pathways for highly skilled foreigners and stateless persons to engage in paid labor activity in the Republic of Azerbaijan. The program offers extensive opportunities for highly skilled migrants and their family members to come to Azerbaijan, live in the country, and engage in labor activities.
The pass.gov.az Highly Skilled Migrant Portal was developed to enable the acceptance and processing of applications submitted by program participants, through "one-stop shop" principle. Foreigners wishing to participate in the program can register through this portal and submit an application electronically, providing their education, work experience and other information.
The portal also provides various opportunities for business entities (employers) operating in the Republic of Azerbaijan. Employers can request the availability of foreign specialists in required fields by registering on the portal. Employers are provided with information about foreign specialists who meet the criteria specified in the survey and agree to share their personal information with employers.
In addition, portal users are provided with information about the terms and requirements of the program, criteria for evaluating program participants, as well as information about Azerbaijan, and other useful topics.
Foreigners and stateless persons
Foreigners and stateless persons who consider themselves experts in the relevant field (or fields) can apply to become a winner of the Highly Skilled Migrant Program.
When assessing whether an applicant is considered a highly skilled migrant, the applicant's knowledge and skills in the field in which he/she claims to be a highly skilled specialist, experience, foreign language skills and financial security, and the positive contribution of the above to the domestic labor market are evaluated, taking into account the priority directions of the country's socio-economic development policy.
The application of a foreigner and a stateless person who wants to be a winner of the Highly Skilled Migrant Program is evaluated according to the following criterias and the corresponding scores:

The passing score for a foreigner and stateless person to be considered a highly skilled migrant has been set at 70 (seventy) points.
